Joshua Bartlett was born in 1768 at North Carolina.3 He was the son of (?) Bartlett.
Joshua Bartlett married Winnie Herring, daughter of Edward Williams and Jemimah (?), on 31 January 1794 at Clark County, Kentucky; Witnesses were Daniel Williams, Dudly Curl, surety, and Robinson Hunt.4 There has been much speculation as to the wife/wives of Joshua Bartlett. Some have felt he had 2 wives, the first being Winnie Herring and a second marriage to Winnie Williams. The evidence indicates however, that he had only one wife, Winnie Williams Herring (or Hearn). In the 1788 Madison County marriage bond for Winnie's marriage to John Hearn, the bondsman was Daniel Williams, Winnie's brother. In the marriage bond for the marriage to Joshua Bartlett, the bondsmen were Daniel Williams and Dudly Curl (sic). Dudly Curl was married to Daniel and Winnie's sister, Penelope. This shows a close familial tie to Winnie. Joshua and Winnie named two of their children Daniel and Penelope. Winnie's brother, Daniel, also named one of his children, Winnie.4,5
Joshua Bartlett appeared on the tax list for Cumberland County, Kentucky, on 16 July 1799.6 He began military service on 4 October 1813 at Jackson County, Tennessee, when he was mustered into Captain James Holleman's Company in the Tennessee Militia during the War of 1812.7 He ended military service on 4 June 1814.7

Which was ordered to be recorded."8 He was "appointed Overseer of the road from the house of Mrs. Ann Quarles to the old County line near Thomas Bounds" on 16 October 1815 at White County, Tennessee.8
Joshua Bartlett was listed as the head of a household on the 1820 census White County, Tennessee. His household contained one male 10-16, one male 16-18, one male 18-26, one male over 45, two females under 10, one female 10-16, two females 16-26, and one female over 45.9 On 12 October 1820 at White County, Tennessee, Joshua Bartlett was named as a defendant in a court case regarding his being an overseer. The record read:
"In this cause came the Defendant into open Court, and together with Anthony Dibrell and Thomas Randolph acknowledged themselves indebted to the State of Tennessee in the sum of two hundred and fifty dollars, that is to say, the said Defendant in the sum of one hundred and twenty five dollars and the said Anthony Dibrell and Thomas Randolph in the sum of sixty two dollars and fifty cents each to be levied of their proper goods and chattels, land and tenaments, to the use of the state, nevertheless to be void on condition that the Defendant make his personal appearance here from day to day during the present term of this court and not hence depart without leave of the court." The following day the court made this determination "This day cometh James Rogers Esqr. as well as the Deft in his proper person into open Court, and the Attorney General declares that he cannot further proscute the above cause whereupon with the assent of the Court, and with the consent of the Solicitor it is considered by the Court, that the above cause be dismissed, and discontinued, and the County of White be taxed, and pay and satisfy the costs of this proscution, and the Certificates issue, directed to the Trustee of said County, in favour of those persons who may be entitled to the same, by him to be paid out of any money in his office note otherwise appropiated."8
On 9 April 1821 Joshua Bartlett was Overseer of the road from post oak to falling water, known by the name of cherey creek road and was assigned a number of people to work on the road with him including William Pryor and George Thomas. Other people assigned were Wm Whitaker, Saml. Joshua Bartlett left a will on 23 September 1823 at White County, Tennessee.10 He died between 23 September 1823 and 14 July 1823 at White County, Tennessee.3 His estate was probated on 14 July 1828 at White County, Tennessee.10
